This tool toggles between the Legend or Layer frame which is along the left side of the GIS interface. The Legend function shows the name of the layers currently marked as visible in the layer mode and the visual properties.

The visual properties will indicate if it is a line feature, a point feature, a polygon feature or a Text feature.

 The Layer Mode lists the layers potentially available at the current scale to turn on or off with the check box.  There is also a circular check box to select the active layer.

There can only be one Active Layer.  The Active layer is used when using the Identify, Zoom Active Layer, Query, Stored Query, Find, and Rectangle Select Tools.

To use this tool just Left Click and it will toggle between the options. Once you mark or unmark a selection click on update map to reflect your changes.
